Why the uptake of TVET courses is still low in Kenya

Since the introduction of free primary education in Kenya in 2003, there has been a tremendous increase in the number of learners transiting to the secondary school level. But transition to post-secondary institutions or to artisan courses (for primary school leavers) still remain a big challenge. Why?
